Here's the current agreement as it appears in the 2014 version of the FIFA statutes:
A Player who, under the terms of art. 5, is eligible to represent more than one Association on account of his nationality, may play in an international match for one of these Associations only if, in addition to having the relevant nationality, he fulfils at least one of the following conditions: a) He was born on the territory of the relevant Association; b) His biological mother or biological father was born on the territory of the relevant Association; c) His grandmother or grandfather was born on the territory of the relevant Association; d) He has engaged in a minimum of five years education under the age of 18 within the territory of the relevant association.
I thought there was such a rule back in the 90's as well, and I've probably just assumed such a rule has historically been in place as there's never been a precedent where a senior capped international has switched allegiances. But it seems there's never been such a rule, even in the 1993 version of the agreement.
Technically there's nothing stopping England from nabbing him, its just that morally it would be a shitty thing to do!

Even if those are the current rules I cannot see any of the home nations trying to poach a current international because it would clearly lead to the reopening of the 4 nations, UK, British teams bollocks which would be a disaster for Wales - in my opinion. Would the English FA take an action which could spell the end of a seperate English national football team. I don't think it would. The back lash off the Daily Mail and others would be nothing short of apocalyptic.

Hasn't Shawcross played for England?
We tried to get him to play for us. I know it wasn't successful but the fact we tried shows that there are ways around the agreement.

Even if those are the current rules I cannot see any of the home nations trying to poach a current international So why would a journalist like Cadden go public with the claim, presumably having been informed by sources close to the FAW, Fulham and/or the player himself? As for Shawcross I don't think we have pursued him since he was capped (his first and last for sure), though I would happily stand corrected. because it would clearly lead to the reopening of the 4 nations, UK, British teams bollocks which would be a disaster for Wales - in my opinion. Now this I agree with. Anything which sees us dilute the eligibility criteria among the home nations undermines our claims for international sovereignty. That's why I don't like the 5 year schooling conceit

Played a full game for Fulham and drew a penalty for their first goal. Joniesta played his usual 70mins tonight too.

Lots of Welsh players involved in Championship action tonight. HRK started and played most of the match for Reading (still lost 3-0 mind).
Others include Gunter, Lee Evans and Edwards for Wolves, Morgan for Rotherham. Shame Huws is still out.

Jonny Williams got applauded off by many of the home fans, which for a player with no Cardiff City links is very rare.
He was superb in the first half especially. Had one particular mazy run where he left four Cardiff defenders trailing behind him before he was hacked down for a free kick.

I was very emotional when I read that both sets of fans applauded him off. It says much not only about his ability but the fact that his passion for Wales is clear to see. People just love his enthusiasm.
We love Joniesta in Wales!

Both of the Williams'are now getting plenty of game time which is essential for any player to achieve their full potential.
They still have a long way to go but I personally think at least one of them will be a regular in the premiership next season, hopefully both.
With the highly regarded Harry Wilson waiting in the wings we may have some seriously good players on our hands.

He's starting for Fulham vs Blackpool tonight, good luck to him!
He's getting plenty of game time before the Belgium game...would be gutsy to start him though (as it was vs Cyprus)!
But I think he could be more effective coming on at 70 minutes or something..
