There are 2 lots of 4 tickets for lot less than cost price, maybe worth trying it if desperate.

My understanding is that selling them on here is also illegal, even at face value or below.
Not everyone on viagogo or ebay is looking to rip you off. Just checked and right now on viagogo:
2x cat 3 wales v russia £178 delivered including fees 2× cat 2 wales v russia £196 delivered including fees
The seller is making a loss on the 2nd deal, it's only viagogo's fees which push it over face value.

Tickets on ebay I mentioned are being sold at less than cost price so I am hardly encouraging touting am I, just trying to help a fellow Welsh fan looking for tickets.
