There's a rule for the World Cup that you can only use 2 stadiums in one city and the rest can only be 1. Not sure if it applies to the euros but would imagine so. Old Trafford, other than it's size is pretty poor, like you said not much leg room (how it holds so many I guess!). The media facilities there are ancient its been said by several who work in that sector, unlikely they would get to host any games there. The bid requirements for 2028 aren't released until March, however the stadium requirements for 2024 are: 1 stadium with 60,000 seats 1 stadium (preferably 2) with 50,000 seats 4 stadiums with 40,000 seats 3 stadiums with 30,000 seats There are no restrictions from what I can see regarding stadiums per city in the Euros, however what IS there is an explanation of footprint which is much, much larger than normal: "UEFA EURO Stadiums have a much bigger footprint than a stadium which is used for regular league games, European club competition or international matches. The Stadium needs to accommodate and facilitate additional needs of media and broadcast operations, hospitality and commercial activities as well as logistics and transport undertakings."You therefore need to factor in the many thousands of extra fans from both sides flooding into a city, how they would get there, where they will all stay and how they will affect and choke daily life there, the shops, the bars, the traffic and how all this would be policed for a month! Then of course if you have a couple of large stadiums in close proximity hosting you can easily double the impact of the above. As a result places like Liverpool/Manchester/Cardiff would absolutely be restricted to using only one stadium each. There are additional requirements for 2024 as well including viewing angles for fans, minimum seat distances for leg-room etc. Taking into account all of the red-tape that needs to be traversed I'd think England would certainly struggle to host alone, even if many stadiums do meet capacity requirements, the surrounding facilities do not. Many would need substantial investment internally to host whilst others simply would not be suitable due to surrounding transport/capacity/footprint capabilities. As I said, 2028 reqs are yet to be finalised but I can't imagine they'd be any less strict than the above...it's never going to go down is it! More than probable they'll be slightly tweaked and even stricter again, possibly with the increased capacity regs that JBT mentioned above if the tournament does indeed expand.

If this goes ahead, assuming just 1 stadium in use in each of Wales, Scotland, NI & ROI, with Wembley for the final, I think -
- Glasgow should host the opening game for Hampden historic reasons - Glasgow, Cardiff & Dublin host a quarter final each, with the fourth a stadium outside of London, such as Manchester City. - Dublin & Cardiff host a semi each - Round of 16 all stadiums outside of London.
This way London isn’t the epicentre of the tournament and spreads the later stages around the Celtic countries, allowing Wembley the final.

The days of one country are over post 2024. 32 teams too big for one country excluding Germany. In which case that will probably be the beginning of the end for the whole tournament, less teams at home than at the tournament and a lack of hosts due to size and logistical complexity. Don't forget nobody wanted to host the 2020 edition apart from Turkey which is why it ended up being "country-less". The euros being so big is a financial liability to potential hosts, especially the UK where ticket sales for Euro 96 games (outside of England games) were well below par.

Uefa told the Irish Examiner in January that Euro 2028 remains a 24 team
tournament at this time,and that nothing had been discussed about increasing to a 32 nation finals,
contradicting some reports that had been in the British press the previous week.
IMO the increase would result in a lowering of quality in the tournament overall and
render the qualification process all but meaningless.
Hopefully wont happen.

The copa America format kind of works because it’s a small confederation and it doesn’t have a comedy qualifying system to eliminate a small number of teams. They also invite teams to make up numbers and give it an interesting dynamic. It’s still a kind of broken format though because it isn’t as high profile as it could be, perhaps should be, because it’s the same teams from WC qualifying playing each other. The whole concept of having a 4 host tournament contested by 32 teams in a 50 odd team confederation is to the point of being beyond parody. There’s very little sporting prestige in a finals where it’s harder not to qualify. It’s just more games because people can’t seem to get enough of pointless fixtures played during the summer.

So what else can they do now? This is the issue with expanding the tournament- no-one wants to bid for it now. 16 teams was much more manageable for smaller countries.

Apparentry Turkey and Russia have also bid. No doubt the Russia one is them trolling UEFA. I actually quite like the look of Turkey hosting it. 5 nations hosting it is complete overkill, especially when England got the best bits of the last Euros and their fans disgraced themselves with it.

Seems two countries will automatically qualify, which I would say is most likely to be a the highest two ranked in UEFA’s ranking at the time of the qualifying draw which will be in late 2026.

As others have said, it'll only be a few token games for us and the drinking/tournament culture is still toxic after the Euro 2020 final.
The Red Wall sets the standard for fan behaviour, but they'd be dwarfed by millions of casual fans up and down the UK being able to easily access alcohol and matches, the whole thing will end up being a booze-ridden shambles. In addition to that, it's always difficult to support Wales in the Millenium when most people there are 80-minute patriots.
